General Situation
YEU
staff in Morowali have gathered data from the local emergency post
in North Bungku sub-district, Morowali,
where reports indicate that 50 people died in the sub-district,
while 38 other remained missing. Some 40 people were seriously injured
and referred to the Kolonodale hospital, where the number of patients
in the local health posts was 1,298 (as of 31 July 2007).
Camps
for internally displaced persons are situated in many places, making
the distribution of the medicines, food and tents difficult. 2,344
households (8,224 individuals) have been displaced.
Health
Diarrhoea
is the biggest threat with many cases having been reported. YEU
and other organisations have been providing health care and distributing
medicine.
Vulnerability
Bungku
Utara district (especially villages such as Kalombang, Tirongan
Atas, Tambaro Bone, Tokala Atas, Pasongan, WoomParigi, Tanakuraya,
Opo, and Mokoto) lies in flood-prone areas and has been significantly
impacted in recent years.
Logging,
and in cases unchecked illegal logging, has made the area particularly
vulnerable, with whole swathes of forest destroyed.

FLOODS AND LANDSLIDES
Kolo
Atas Village
General living conditions, shelter and livelihoods in
Kolo Atas village
·
The
population of the village is 770 people (190 households).
·
The
village consists of six hamlets. By August 3, the water in these
hamlets has receded and people had started cleaning their houses
and drying cacao.
·
Hamlets
IV, V and VI were badly affected by the floods and landslides. The
roads were damaged and evacuations were done from the river. Many
houses were submerged by the landslides. In hamlet V alone, four
people were reported killed, with two more missing.
·
People
living in the hamlet I, II and III were severely affected as half
of their cacao plantations were damaged.
·
There
are 16 permanent concrete wells in this village, all of them still
usable for bathing, washing and cooking. All wells without concrete
reinforcements were swept away.
·
One
emergency health post has been set up by the Health Department,
located in the previous Community Health Centre with three health
cadres. The stock for medicines will last between one and two months.
·
There
is no data on the number of toilets in the village; however there
is one public latrine, which has never been used as it has no water.
Assistance provided in Kolo Atas
- Three kilograms of rice per family with
instant noodles from the Morowali District Government
- Instant noodles, cooking oil and canned
fish, cleaning kits, sarongs, buckets, tarpaulin, hygiene kits
- Medicines and babies food from health
office
- The people in hamlet I, II, III are in
need of food especially, as well as assistance in opening up road
access.
Ueruru
Village
The
evacuation process in Ueruru village was still ongoing on August
3. Ueruru village was abandoned by the residents, with only 20 people
staying behind to look for missing family members. Most of the houses
are inundated, with hamlet I reported to be severely damaged. The
only primary school is
also submerged.
Tokala
Atas Village
General living condition, shelter and livelihoods in
Tokala Atas village

The
population of the village is 417 people (111 households).
·
The
village consists of three hamlets and all of the hamlets have been
heavily affected by the floods. On August 3, the water was still
around two meters in height. The bridge that links Tokala Atas and
Baturube was also damaged by the floods. The road is reported to
be muddy, but still accessible.
·
Several
hectares of crops planted field, rice field and cacao field were
damaged by the floods.
·
People
have started to clean their houses, schools and drying the clothes
and cacao.
Water, Sanitation and Health in Tokala Atas village
·
In
Tokala Atas, there are 15 dug wells with concrete rings and all
of them have been cleaned by community.
·
There
are three public toilets which have not been used as there is not
enough water. According to the head of village, none of household
has toilet in their houses. All of them use the river to defecate.
·
There
is a midwife in the village but she is not living in the village
and there are five health cadres. The Integrated Health Post (Posyandu) activity is carried out regularly once a month.
·
Illnesses
found in Tokala Atas now are: skin problems, cough, influenza and
fever.
Assistance needed in Tokala Atas village
Types
of assistance which have been received by people in Tokala Atas
village:
- 79 sacks of rice, instant noodles, 16
boxes of drinking water, 1 box of soy sauce, 55 litres of gasoline,
clothes and biscuit for babies.
- Medical teams from an NGO have been providing
medical assistance, medicines and vitamins.
- Current need of the people: medicines
and health cadres, assistance in building the irrigation system
which has been planned previously before the floods.
Coordination: Information shared at the Coordination Meeting:
·
Pandam
VII Wirabuana Major General, Arief Budiman Sampurno, the head of
district Morowali Datlin Tamalagi and the head of DPRD (District
People’s Representative) arrived in Baturube. Meeting with all stakeholders
will be conducted in an effort to reinstate the schools.
·
The
Indonesian Defence Force (TNI) and volunteers are ready to prepare
the schools to start the schools’ activities. The IDPs who are staying
in the school buildings will be relocated to other places.
·
One
platoon of TNI has been sent to Torangga village to search for the
remains of people.
·
All
assistance provided has to be coordinated through the Social Department
to avoid overlap.
·
Team
Mapala of Sintuwu Maroso University in Poso and Tampotika University
in Luwuk have been in location to provide assistance and have been
distributing instant noodles and clothes.
·
Health
Department will set up a water purification unit in Kolo Atas village.
·
The
evacuation process in Ueruru is still ongoing.
Coordination with ACT Members
Coordination
among the ACT Members is still being carried out. CWS has conducted
a joint assessment with YEU. Currently, YEU provides mobile clinic
in Tokala Atas, Posangke and Toronggo village and has distributed
relief aid for IDPs from Ueruru village.
