ACT News Release

ACT part of ecumenical team to West Africa

Geneva, March 1, 2002

For immediate release

Action by Churches Together (ACT) International -- a world-wide alliance of churches and related agencies working in the field of humanitarian relief -- is taking immediate action following the disturbing allegations in a confidential report on the sexual violence and exploitation of refugee children in three West African countries. ACT is fully supported by its parent bodies, Lutheran World Federation (LWF) and the World Council of Churches (WCC).

The report, a synopsis of which has been made available publicly, is based on a joint assessment mission to Liberia, Sierra Leone and Guinea by United Nations High Commissioner for Refugees (UNHCR) and Save the Children UK.

ACT is represented in West Africa through LWF who is involved in this region as a humanitarian relief organisation. "We are committed to swift and thorough follow-up of any cases that may be connected to our members' relief and rehabilitation work in the region", said Thor-Arne Prois, director of ACT International.

ACT along with LWF and WCC are preparing to send a joint ecumenical team to the region. Part of the team will have the specific responsibility to investigate allegations and the need for operational improvements. Other team members will meet with churches to discuss reactions to issues of sexual violence in the region.

ACT is deeply concerned by the alleged extent of the sexual violence and exploitation of children by amongst others, humanitarian aid workers and shocked by the reports of testimonies given by the children and their families. ACT condemns all forms of sexual abuse.

Prois said, "in any action, the need for confidentiality and protection of those who give testimonies must be guaranteed in all cases but that this in no way lessens the importance for transparency, accountability and justice or the need to recognise the basic principles of employees' rights".

In its response, ACT International will ensure that any needed measures are taken and mechanisms are put in place, not only in this region, but also in other parts of the world.
