ACT Global Capacity Development Initiative

In 2003/4 a major evaluation of the ACT Alliance “Unlocking the Potential Within,” recommended that ACT put “capacity building at the heart of its work.”  Discussions within the ACT CO, the Executive Committee and the Emergency Committee as to how to take this major recommendation forward led to the decision to replace the Emergency Management Training programme with a fund for capacity building that would support capacity building activities proposed by members. ACT Alliance members were consulted extensively, resulting in a new vision and framework.

ACT International is now ready to embark on an Alliance-wide, innovative and multi-phased Capacity Development Initiative (CDI), the goal of which is to enhance the ability of member organisations and ACT Forums in order to mitigate the effects of, and respond to, disasters and humanitarian emergencies.  Embarking on this step also follows approval of the report “Putting capacity development at the heart of ACT’s work” by the ACT Emergency Committee at its meeting in April 2007.

The following appeal for the CDI covers three years, beginning in January 2008 and ending in December 2010, with the following objectives:

  • In the first year, to assess the capacities and identify the priority capacity development needs of at least 30 ACT members and Forums in responding to disasters.  These assessments will include analysis of the principal threats and vulnerabilities of the country.
  • In the second and third years, to implement an estimated 30 capacity strengthening projects that will address the priority needs identified through the capacity assessments and thereby improve the effectiveness, timeliness and quality of the response by these ACT members.
  • To establish and develop useful and appropriate mechanisms for ACT members to actively learn from each other’s experiences, practices and learning in relation to capacity development.

Project Completion Date: December 31, 2010

Reporting schedule: One comprehensive Interim report will be issued by the ACT CO every six months from January 2008. 

Audit: The ACT CO will issue audited financial statements annually, as soon as they are approved by the ACT Emergency Committee during its annual meeting.

Final ReportDate will depend on the follow-on appeal.
