Currently more than 20 million people are affected by flooding in the states of Assam, Bihar, Orissa, West Bengal and Uttar Pradesh.   Some 1,200 people have lost their lives in the current floods in India.   Tens of thousands of people have left their homes and taken shelter in temporary camps and on higher ground.  Most of the people could not carry food or clothing with them during evacuation and are consequently dependent on assistance from the government and/or other NGOs.

In large areas electricity has been cut off and fresh water sources contaminated.  Standing crops have been destroyed and there is a large scale loss of personal and public property, displacing families and crippling livelihoods.  Safe drinking water is not available and health, hygiene and sanitation are a serious concern. 

People belonging to marginalized sections are the worst off with no resources to fall back on.  The living conditions in the affected areas and relief camps are appalling and people lack the basic necessities.  Currently, the state governments are struggling to deal with the situation. 

This revision contains proposals from both Church’s Auxiliary for Social Action (CASA) and the Lutheran World Service India program (LWSI).  The CASA proposal has been revised to increase the assistance planned and to include the vulnerable flood affected in the state of Uttar Pradesh. 

LWSI will focus primarily on the states of Orissa and West Bengal, while CASA on the states of Assam, Bihar, Orissa, West Bengal and Uttar Pradesh.  The relief interventions planned comprise the provision of  dry food rations, cooked food, clothing and sleeping materials, personal hygiene and sanitation kits, water purification and sanitation materials, temporary shelter and assistance in construction and/or renovation of flood damaged houses for vulnerable families.  Construction and/or repair of community infrastructure, such as village roads, community tanks etc, will be carried out through Food for Work projects.  Agricultural inputs will also be provided to flood affected farmers to replant crops.
