With this notification of the payment of Rapid Response Funds, the ACT Coordinating Office requests contributions from donors to replenish the Rapid Response Fund. This will enable a response to future requests for these funds.

Date of emergency: July 2006

Details of the Emergency: Israel, starting July 12, 2006, has conducted attacks and raids targeting civilians and infrastructure all over Lebanon in response to Hizballah's action. As of now, Israel has bombarded the Damascus International Road, electricity plant in Jiyeh and most of the major bridges linking the south to other regions. All three airports in the country were bombed, especially the Beirut International Airport which is now closed due to repeated bombardment. The Israeli strikes are escalating in strength and frequency as civilian dwellings have been struck and have collapsed in numerous areas including the southern suburbs, Beirut, Saida, Tyre and Baalbek. Civilian casualties have reached close to 300 dead and 450 wounded. Over 400,000 internally displaced have taken refuge in public and private schools in different regions of Lebanon. Israel has enforced a complete blockade by air, sea and land. The Prime Minister declared Lebanon to be a disaster area. The Ministry of Health has prepared an immediate emergency plan and has taken responsibility of hospitals and evacuation of injured.

Purpose of the response: To assist the affected population by the recent attacks and raids in Lebanon.

Beneficiary information and location of response:

MECC/ICNDR's aid will focus on 1,500 families, representing 12,000 persons:

a) the internally displaced families primarily located in Saida, Mount Lebanon, Tripoli, Beirut and Beqaa; and

b) f amilies stranded and isolated in their villages and towns located in southern Lebanon and southern suburbs of Beirut.

Proposed assistance:

The Ministry of Social Affairs is relying on the NGO sector as the implementing body for its operations. The Joint Ministries Operation Desk, based in the Beirut Government Hospital, has been installed to receive emergency calls and requests from stranded families and individuals.

Both public and private schools have opened their doors in all districts that are safer for the time being, to receive the displaced families.

The NGO Sector has taken a leading role in providing information, addressing the needs of centers for the displaced and providing for patients with chronic illness.

The numbers of internally displaced are expected to increase if Israeli attacks continue. In Beirut and in Saida NGOs met to reactivate relief operations. As of now they have taken the following practical measures:

  • Contacted private voluntary organizations for cooperation and exchange of information;
  • Contacted ICRC and Lebanese Red Cross to create permanent coordination; and
  • Met with the Ministry of Health and Social Affairs.

Based on information from MECC/ICNDR staff in the field, the following are the immediate needs of the stranded Lebanese people: Volunteers to manage the centers for the displaced., Mattresses and bedding, Water, Cleaning supplies, Kitchen supplies, First aid kits, Medicine for chronic diseases, Food rations, Milk for Infants

Through this request, MECC/ICNDR will focus on:

  • Cleaning supplies: Soap, detergents, disinfectants, sponges, Clorox + other supplies such as candles and anti-insect bite sprays. These items are needed to clean the premises of the schools where the refugees will shelter as well as to ensure basic sanitary conditions.
  • Food rations: Rice, sugar, canned food, staples, oil, powdered milk, salt, pasta. The powdered milk will be used for cooking purposes. The package will cover the nutritional needs of a family for 2 weeks.
  • Diapers and supplementary food for infants and children. The number of infants among the affected population is quite high. Although breastfeeding will be encouraged, in cases of need tins of supplementary milk will be provided.

Implementation period: July 18 – August 31, 2006.

ICNDR has started to prepare an appeal and expects to submit it to ACT by July 24, 2006.

ACTION

The ACT Co-ordinating Office has approved the use of US$55,000 towards the budget from its Rapid Response Fund and would be grateful to receive contributions to wholly or partially replenish this payment.
