and request for top-up of funds

With this notification of the payment of Rapid Response Funds, the ACT Coordinating Office requests contributions from donors to replenish the Rapid Response Fund. This will enable a response to future requests for these funds.

Emergency: Serbia - Floods

Date of Emergency: April 2006

Details of the Emergency: The rivers Danube, Sava, Tamis and Tisa are flooding northern parts of Serbia (Vojvodina province). The floods are threatening thousands of people, destroying property and livestock. 200,000 hectares are currently under water, and the Serbian Red Cross estimates that more than 7,000 families have been affected by landslides or floods in 30 municipalities. The government is estimating the damage at 45 - 50 million USD.

Water supplies in Serbia have significantly deteriorated due to the floods and land slides. Low quality and shortage of drinking water increasingly affects people in smaller towns and rural areas and, to a lesser extent, those of the major urban centres. It is expected for this situation to last at least until the end of the summer/ early fall 2006. There is also a danger of the increase of water related and water-borne diseases.

According to the information provided by the Crisis Management Team of the Government of Serbia, the emergency response is the most needed in the villages in the Banat region, Northeast of the Republic of Serbia, Vojvodina province.

Proposed assistance: Water drainage, water purification (provision of potable water) and distribution of sanitation/ disinfection kits in villages in the Banat region.

The overall aim of this project is to contribute to the improvement of the general well-being of the local population/community through the provision of sufficient quantities of potable water during the crisis period, and by draining water from houses. In addition, Philanthropy estimates that at least 500 packages of hygiene and disinfection products should be distributed as an emergency assistance to the local population.

Philanthropy has significant experience and equipment to deal with water purification, in particular in emergency situations. The equipment consists of the Water Purification Unit (WPU) on a trailer, and the vehicle (4WD Land Rover) for transportation of the WPU. Philanthropy’s experienced Water Purification Team (WPT) has two members: one engineer who is trained and licensed for the usage and maintenance of the WPU by the Danish Church Aid and JOSAB, and one logistics officer who is experienced in the usage of the WPU and related logistics.

The proposed project intends to provide drinking water for the vulnerable population, by using the Water Purification Unit (WPU). The WPU has a capacity of 6,000 lit/hour. It is also planned to drain dirty water from most vulnerable areas, and to provide hygiene and disinfection packages to the families in need.

Implementation Period: Implementation period is planned to last at least for 3 months: May – July 2006. The application for the Rapid Response Funds are forwarded with the hope to receive funds for an initial intervention. At this stage it is not fully clear whether a proper appeal will be forwarded to ACT. The situation on the ground is being followed closely and contact with the other ACT partners has been established.
