With this notification of the payment of Rapid Response Funds, the ACT Coordinating Office requests contributions from donors to replenish the Rapid Response Fund. This will enable a response to future requests for these funds.

Details of the Emergency: The drought in Burundi that has been building up over the last four years has claimed at least 300 lives this year. A FAO/UNICEF/ PAM and Burundi government survey in January 2006 cited 1.5 million people are at risk due to the prolonged drought.

According to ACT member the National Council of Churches of Burundi (CNEB), more than 4,000 Burundians have fled to neighbouring countries due to shortages caused by the drought and at least 10,000 children have abandoned school either due to hunger or their families fleeing to other regions. Some newly repatriated families have started to reverse their movement and return to camps in Tanzania.

The most affected provinces are Kirundo, Muyinga, Ruyigi and Cankuzo. Other neighbouring provinces Karuzi, Ngozi, Kayanza, Gitega and Rutana are also affected.

The World Food Program is already assisting by giving seed protection ratio while the FAO is planning to provide seeds.

Proposed Assistance: ACT member CNEB plans to assist 1,500 families in the affected provinces through the provision of food basket consisting of beans, maize flour, rice and sugar. This assistance is targeted at widows with children under 13 years old, families which host orphans; orphan- heads of households, the disabled and the elderly. They will be those families that are not covered by the WFP assistance.

Note:

CNEB proposes to provide:
- 20 kg of beans per family
- 20 kg of maize flour per family
- 10 kg of mixed flour per family

Implementation period: March to June 2006.

ACTION

The ACT Co-ordinating Office has approved the use of US$50,000 towards the budget from its Rapid Response Fund and would be grateful to receive contributions to wholly or partially replenish this payment.
