In many of the remote areas in the Democratic Republic of Congo (DRC), insecurity still prevails. Internally displaced persons often live with host families that themselves are finding it difficult to meet their own basic needs. Those who choose to return find their houses looted, fields ravaged, cattle and small livestock annihilated, and thus have nothing to start their lives with. This is the case particularly in Ituri, where the destruction of homes and infrastructure was a deliberate strategy of the rival ethnic groups. The IDPs, who have not returned by now, are about to miss the sowing period of the new agricultural season. This will create further food security problems, leaving the populations dependent on external food assistance for the next six months. The situation of the displaced people that chose to remain in the forest in fear of renewed fighting, continues to pose a challenge for humanitarian assistance, because these areas are often inaccessible due to destroyed roads.

The Lutheran World Federaton is currently finalising activities in its last appeal (AFDC-51) in DRC´s eastern provinces of Oriental and North Kivu in close co-operation with ECC and its member churches. The geographical priorities for LWF’s areas of intervention for this new appeal remain in North Kivu and Oriental Provinces, where an improved security situation and relative political stability has allowed for the gradual return of displaced populations. Although the security situation has improved in Ituri, some parts of the district are still plagued by the presence of armed militias. The Appeal is divided into two sections; a crisis phase addressing mainly nutrition and water provisions, and a post-crisis rehabilitation phase addressing food security, road rehabilitation, rebuilding of schools, water points, HIV/AIDS , violence against women awareness, support to women’s groups, peace/reconciliation and democratisation, and building of a disaster preparedness capabilities with local partners. LWF will work with partners the Church of Christ in Congo, North Kivu Province (ECC/NK), which is a provincial ecumenical federation in North Kivu Province comprises 16 member churches, and the Church of Christ in Congo, Oriental Province (ECC/OP) in the provincial ecumenical federation in Oriental Province, consists of 19 member churches.
