ACT Rapid Response
Fund Payment Notification

With
this notification of the payment of Rapid Response Funds, the
ACT Coordinating Office requests contributions from donors to
replenish the Rapid Response Fund. This will enable a response
to future requests for these funds.

Implementing
Partner: Ministry of Rural Rehabilitation and Development Kabul, Afghanistan
(MRRD). Details of
the Emergency: Heavy rains have lashed 12 provinces in central,
north-eastern and eastern Afghanistan the last week in June. The resulting
floods have seriously affected more than four thousand people and
the death toll currently stands at 51 according to the Minister for
Rural and Rehabilitation Department (MRRD). 2,000 dwellings have been
seriously damaged and there is significant loss of livestock. According
to a recent report published by World Food Programme (WFP) eight districts
have been severely affected in the northern province of Badakhshan
only which makes Badakhshan the worst hit Province. Thousands of livestock
have been lost and over 3,290 Jirib (658 hectares) of land laid waste.
Badakhshan is one of the most remote and poverty stricken provinces
in Afghanistan and the floods have devastated the already impoverished
people. The Government
of Afghanistan has requested assistance to meet the immediate needs
of the affected population and has requested 10,000 blankets and 1,000
tents in response to the emergency situation. Beneficiary
Information & Location of Response: 250 of the most vulnerable
families in Badakhshan Province, Afghanistan. Priority will be given
to those whose houses have been destroyed and who have lost all household
possessions in the floods; the most vulnerable women and children
and families with disabled members. Proposed Assistance:
Each family will receive a Shelter Kit comprising one family size
tent, iron poles and pegs, one ground sheet, one plastic sheet and
four blankets. Implementation
Period: The project will be implemented over a period of two months
(1 July to 31 August). The materials will be procured by CWS-P/A from
Karachi, Pakistan and transported to Kabul, Afghanistan. While procuring
the materials CWS-P/A will use its standard procurement guidelines.
CWS-P/A Kabul
office will make frequent visit to the project sites to check progress
and provide support if necessary. The Administration and Finance division
of CWS-P/A will ensure the financial and management aspects are in
accordance with the customary budgetary guidelines and procedures.
BUDGET
When the Transitional Islamic State of Afghanistan was established
in 2002, MRRD was reborn with its new mandate, to improve socio-economic,
political and cultural conditions for rural communities and provide
access to basic social services, especially in the more remote areas
of Afghanistan. Since then, MRRD has embarked on a vigorous institutional
reform and restructuring to serve the needs of the people in Afghanistan.

ACTION
The ACT Co-ordinating Office has approved the use of US$ 43,450 towards the budget from its Rapid Response Fund and would be grateful to receive contributions to wholly or partially replenish this payment.
