ACT AppealWest Africa/Mano River Union - AFWA51Assistance to Liberian Refugees in Guinea, Sierra Leone and LiberiaGeneva, August 29, 2005 Appeal
Target: US$457,478 The wars in Liberia and Sierra Leone had brought untold suffering to the people of the Mano River Union countries. Socio-economic structures were destroyed; roads became deplorable, making towns and villages inaccessible. For over 10 years, development activities in these countries came to a virtual standstill. These countries are among the Highly Indebted Poor Countries (HIPC) in the world and more than half the population live in households officially classified as poor. In the region, the prolonged presence of large groups of refugees resulted in high need for post-repatriation environmental restoration and socio-economic support of refugee impacted areas. Voluntary repatriation has already begun in Guinea and Sierra Leone, but full scale repatriation of Liberian refugees is likely to start after the Liberian election in October 2005. In April 2004, Lutheran World Federation/Department for World Service set up a Regional Office in Freetown to oversee field programs for countries of the Mano River Union (Liberia, Sierra Leone and Guinea). The rationale for DWS regional approach is to be in a better position to facilitate cross border humanitarian assistance and resettlement of a caseload of refugees which frequently moves between the three countries and to create synergies between the three DWS programs/ field operations for improvement of cost efficiency and program effectiveness. This appeal is complementary to the on-going ACT appeals for Guinea and Liberia and will focus primarily on support to the local population around the camps in Guinea and Sierra Leone and preparation and support of mental health clients during the repatriation and return in Liberia from Sierra Leone and Guinea.
