ACT Appeal

Palestinian Territories - MEPL31, REVISION 2

Assistance to Civilian Victims of Conflict

Geneva, 14 September, 2004

Appeal Target: US$ 1,975,134

Balance Requested from ACT Alliance: US$ 965,446

Already existing problem of freedom of movement in the Occupied Palestinian territories has been severely exacerbated by the on-going mounting of the Separation Wall. The Separation Wall has also had a negative impact on the delivery of humanitarian assistance and access to beneficiaries for the most of the aid agencies in the Territories. In case of the ACT member Lutheran World Federation (LWF), the Wall has isolated the Vocational Training Center (LWF-VTC) from the West Bank where most of its trainees and trainers come from, which is likely to negatively affect the LWF-VTC’s ability to fulfill its mission of serving Palestinian youth. When it comes to the free access to the training centers, the Separation Wall will affect directly some 76% of the trainees and 82% of the trainers.

Although the overall negative impact of the Separation Wall on the local Palestinian population is impossible to avoid or ignore, LWF-VTC have revised their program in order to adjust to the new situation so that the program continues to serve its humanitarian purpose. The program revision brings on a new program called ‘Satellite Training Approach’, which will reach out to the West Bank locations to serve the students who are unable to reach the center in Jerusalem. Some students may also receive a training in their villages through the mobile unit.

The Job Creation program from the original appeal will be postponed. We appeal for your continued support to our humanitarian mission in the Occupied Palestinian Territories.

Project Completion Date: 30 April 2005 (LWF-VTC)
