This year the ACT/EMT programme has been focusing on preparation
for the decentralisation of the ACT/EMT initiatives and activities
to the ACT National/Regional Forums. It has also started a pilot programme
in the Eastern Africa & Great Lakes region promoted by the ACT
Nairobi Forum. The following are the activities already planned:
ACT Training manual
An ACT training manual is being developed and the first draft will
be finalised by the end of October. This manual will be tested in
the November Training of Trainers and will be available for the Alliance
at the end of the year. The ACT training manual will be composed of
two parts:
Emergency Management Tools: Developed by Church World Service
(CWS) and the Africa University (AU)
based on their experience within the ACT/EMT program
Knowledge and understanding of ACT: Developed by the ACT Co-ordinating
Office
The purposes of the training manual are:
- To serve as training material to be used by skilled facilitators
in the workshops
- To serve as field reference material for staff of the ACT members
Training of Trainers
A workshop is planned for 25 November to 4 December 2003 to be held
in the campus of the Africa University in Mutare, Zimbabwe. 15 participants
will be selected from staff working in the ACT Alliance that have
recognised EMT training or equivalent experience. The workshop will
provide skills to the participants to run ACT/EMT activities and use
the ACT training manual. In order to ensure the follow-up of the trainees,
the National/regional ACT Forums are requested to endorse their candidatures
and formulate a clear commitment to ensure the replication of the
EMT activities in their regions.
Eastern Africa & Great Lake region ACT/EMT program
The program is under way with a total of 12 EMT modules planned for
the year 2003. The program involves all ACT members and partners in
the Eastern Africa & the Great Lakes region and is based on regional
priorities.
We are happy to report that the initial three modules have been very
successful and received overwhelming support from members and partners
with nearly all countries in the region represented. Over 84 participants
were trained in the first three modules

Distribution of the SPHERE revised handbook
The revised SPHERE handbook in English will be launched simultaneously
in Geneva and Washington DC on 30 October 2003. The French and Spanish
versions are underway, and expected to be available in January 2004.
It is planned to distribute the revised version to all ACT local implementing
members.
So far the ACT/EMT appeal has received only 32.7 % of the requested
funds. As the funds available are not enough to finance the above
proposed activities, the ACT CO is kindly urging the funding members
to support this appeal.
