On 5 March 2003, Appeal AFDC-31 for Relief and Rehabilitation for
the eastern area of the Democratic Republic of the Congo (DRC) was
issued. It included proposals from ACT members in the area including
the Lutheran World Federation/World Service (LWF/WS), together with
its implementing partners, the Church of Christ in the Congo (ECC)
proposing emergency and rehabilitation assistance focusing on Beni
and Goma in North Kivu Province. As a result of renewed fighting between ethnic groups in Ituri, a
second wave of thousands continue to flee resulting in huge numbers
of internally displaced persons (IDPs) arriving in the area of Beni.
LWF together with the ECC carried out an assessment in Beni and the
surrounding areas from 20 to 22 May 2003 to assess and update the
humanitarian situation. Twenty thousand IDPs were registered at one
registration station during one week, and the number rose to 60,000
within four weeks. As a large majority of the first wave of IDPs that
arrived in the Beni area in 2002 remained, it is estimated that with
the second wave of IDPs, the total number of IDPs could exceed 400,000. As the emergency situation requires a quick response, LWF is therefore
proposing a revision of its components in the Beni section of the
AFDC-31 Appeal. The revision has maintained the same sectors of intervention
but has increased the level of assistance so that LWF with the ECC
church network in Beni can assist larger numbers of IDPs than originally
foreseen. The project completion date also will be extended until
28 February 2004. For the sake of brevity this revision includes the LWF/WS revised
proposal only. Please refer to the original appeal for information
