Since 1998 the ACT alliance has been investing on strengthening of
local capacities to prepare for and respond to disasters through an
Emergency Management Program. The aim of the program is to enhance
the human and organisational ability of the members and their partners
to respond effectively to emergency situations. The vision of the
ACT/EMT program is to achieve: The ACT/EMT program was evaluated during 2002 and
an important shift in the program was adopted: the decentralisation
of ACT Emergency Management training initiatives and implementation
to the ACT national / regional Forums. The ACT CO will have a facilitation
role: fundraising; compiling and disseminating information; compiling
and disseminating training materials; and developing training of trainers
and materials as needed. In regions /countries where there is a need
for building of capacity and no ACT forum organised, the ACT CO will
take a proactive role. 2003 will be a transitional year and emphasis will
be given to providing the alliance with adequate tools and human resources
to develop EMT activities. Therefore, priority will be given to the
preparation of an ACT training manual and a training of trainers manual. This revision includes:
