Typhoon Mindulle (local codename Igme) entered the Philippines on
28 June 2004 and left the country on 3 July 2004. In its fury it unleashed
strong winds (gusts of up to 190 kilometers an hour) and heavy rains
inducing flash floods and landslides and devastating five regions:
Regions I (Ilocos Region), II- Cagayan Valley, Cordillera Administrative
Region, XII-Central Mindanao and Autonomous Region in Muslim Mindanao.
The death toll from Mindulle’s rampage through the Philippines has
risen to thirty, while twelve people are still missing and feared
dead. Most of the victims were drowned or involved in accidents following
the widespread flooding. Twenty two people were injured. Heavy losses
to agriculture and infrastructure have been reported and total damage
to crops and infrastructure is estimated at more than 723.8 million
pesos (USD 13 million).
The army has been mobilized to rescue families marooned
by floods in the north.
Based on the report of the Department of Social Welfare and Development
of 4 July, at least 131,186 families comprising 624,978 individuals
from 1,534 villages have been affected by typhoon Mindulle. More than
700 houses have been totally destroyed while more than 14,100 houses
were damaged.
The National Council of Churches in the Philippines (NCCP)
member churches, the regional ecumenical councils and partner organizations
of NCCP in the affected areas have conducted assessments of the damage
and the needs of the affected people. According to their reports,
the most urgently needed items are food, sleeping mats, plastic sheets
and medicines.
Farmers whose crops were totally destroyed expressed the need for
replacement of rice seeds / seedlings because most of them had just
planted rice seedlings.
The NCCP is in the process of soliciting relief items from its member
churches and individuals while an appeal is being prepared.
NCCP proposes to assist the most vulnerable families/individuals
